I think that it hinges on two things: whether the trend is towards greater pacification, or greater turmoil, and whether the devolution of power to the Iraqis proceeds with all deliberate speed. I think that everyone understands that it will take at least another year just to get to a point where a constitution has been agreed upon and elections held under it. I would say we have about two years for people to exhibit some patience, but then, will have to have a lot to show for the turmoil.........
