Joking aside I can see it as bullish for the company itself. Managers during the good times don't pay attention and when the bad times come and you begin examining you find that 25% or your work force is dead weight. Usually find about twice as many middle level managers then is needed also.

Imagine the profits these companies could turn during the booms if they managed as closely as they do during bad times?
