Obviously true or we would not have kept them up for 10 years. What happened was a change in the risk/reward profile we were willing to accept. This Bush wanted more than his father did. Again, the issue is not that the sanctions were not producing the results we wanted. The issue is that we changed our minds about what we wanted Bush did not put it in debate as to how best to achieve these new wants. For example, IMO, Bush Sr. was perfectly happy to have Saddam keep Iraq in tact without him being a threat to his neighbors. Obviously Jr. had different ideas.
