Right now, there is so much fear from both the fundamentalists and the Baathists and probably fear of the US, that an election would be a joke. One can't imagine voting in a nation where the last election was supposedly 100% attendance at the polls and 100% vote for saddam.

It will take lots and lots of international supervision if the French and Russians ever get off their duffs.
