No. The point of the Bush doctrine is not to wait until threats become lethal....Saddam had thumbed his nose at the US and the world for 12 years....and as Kay's report has stated he was continuing to pursue WMD.....Accordingly, Bush never used the words "imminent threat". He did not need to.
