I read the whole thing. Perhaps you missed this:

"The longer we wait, the stronger and bolder Saddam Hussein will become. We could wait and hope that Saddam does not give weapons to terrorists or develop a nuclear weapon to blackmail the world. But I'm convinced that is a hope against all evidence," Bush said.

While he may not have used the exact phrase you reference, he implied it with statements like the above.

None of the things he implied "could happen" in the above phrase has proven to be a real threat.

Doesn't that bother you?
