What happened was a change in the risk/reward profile we were willing to accept

Both sides of the equation changed - the risk/reward profile that containment delivered became steadily worse over the years (remember Clinton's hapless trips to the UNSC?), and the risk/reward ratio that was acceptable to us changed markedly after 9/11. Before 9/11, war was seriously debated several times starting in 1998, but the balance of the argument tipped towards caution. After 9/11, the balance tipped the other way.
