Possible, but I don't think so. I think what we wanted was an Iraq that was so weak it could not be a threat to other countries, but not so weak that it would be at the mercy of Iran and Turkey (or would just disintegrate). The measures that were in place were doing a good job of this.


This was the original game plan before the Gulf War even ended, and was why we didn't finish the job then.

But well before 9/11 it was already clear that it wasn't working (as we'd been blamed for all the misery of the Iraqi population), and there were articles about plans to try and support groups that might be able to overthrow Hussein from within.

As for the UN mandate of "preventing war", an optimal way to accomplish that is to systematically capitulate.
