pretty ambitious group if only starting feasibility study and expect to have sign off and project completed by 2005. If only other projects could go as fast,develop plans, obtain approvals, go to bid, change tankage, make capital improvements, connect to pipeline and upgrade or change at a marine receiving terminal.. ps I remember one time we wanted to just knock down a hill which obstructed view of our tank trucks going over rte 195? from e.prov to seekonk ma. took some years to get approval and then when construction started they dug up indian village artifacts.. ..killed that project, local colleges took over after that and we donated property to state. ggg
