If you read the article, at the bottom they talked about the Evangelicals ABC plan overseas. The "C" is condoms.

They admit in the article that they got burnt in the 80s pushing "Religious Right" programs. The left was really able to beat up on them. So they have got smart and adopted the left's tactics. They push their agenda through "Front" groups now.
