The Lehman LNG report of 10-23-20003 has McMoran Exploration's proposed conversion of a sulphur mine to an LNG, CNG terminal receiving some gas in Q2 2005 but I haven't found any press release from McMoran making any such claim. McMoran's slides from their 10-21-2003 conference call put the completion of their Main Pass Energy Hub three years out mcmoran.com ( slides 9 through 12 )
Perhaps Lehman was referring to tying the Hub to nearby gas lines.

I agree with your skepticism about completion dates in initial press releases. The schedule of large projects almost always slip even without regulatory delay. The reactivation of Cove Point was initially planned for late 2001 or early 2002. Reference: williams.com ) It took its first commercial load in August of 2003. Regulation was not the major cause of the schedule slip.
