Theoretical - to the extent that the alliances you mention may be fleeting and change with the wind (I suspect cynically) of money.

Even assuming, and I really don't disagree with your post, do you agree that your "new troika" may be largely talk with respect to doing anything in helping Iraq? Don't forget they have billions in debt that is in limbo. But would they throw "good money after bad" or risk military casualties?

I suspect they are where they want to be. They are most powerful, as you suggest, sitting at the end of the chasm, being critical, perhaps offering a pittance. I don't believe it has anything to do with "morality" or doing the right thing.
