No he didn't:

The debt at the end of the fiscal year 1989 (the last pre-Bush I budget) was $2,857,430,960,187.32.

The debt at the end of the fiscal year 1993 (the last Bush I budget) was $4,411,488,883,139.38.

The debt went up every year Bush I was in office by more than $350 Billion (inflation since 1989 has been 49.35 percent according to data.bls.gov. So under Bush I, the debt increased each year on average by nearly $600 Billion in today's dollars. Of course, there was a Democratic Congress back then and there is a requirement in the Constitution that all spending bills must start in the House, so perhaps the culpability is shared.

But I am mystified where you got the statement that Bush I paid down debts instead of driving up deficits. Just more evidence that when your fingers fly across the keyboard, little thought is given to whether what you are typing is true.
