How do you "start" repaying something by borrowing more? That makes no sense. Bush did precisely what his son is doing, to just about the same extent.

I think I will start repaying my credit cards by charging a whole bunch more than I make (but not quite as much more as I used to), so I can say I am actually "repaying" it.

FWIW, I think both Bushes' deficits were too high, and that tax increases are not the way to pay for deficits; spending cuts are. But the comparison you are attempting to draw is not supported by the facts.

Clinton, particularly after 1994 when he was more constrained by Congress, ended up increasing spending by exactly the amount that increases in the CPI and population would suggest. The per capita, inflation adjusted federal government spending in the U.S. in 2001 was almost exactly what it was in 1993. Neither Bush can claim that, though obviously conditions are different for each President.
