There was also "no debate" when Boeing was awarded a contract worth $31-35 BILLION after the after the head of OMB said it was not needed and would squander billions. Bush personally intervened in the process via his chief of staff to push the contract through. Looks like an impeachable offense to me. Whoops, I forgot, it didn't involve sex, so it's ok.
