Here is some quick background. In 1986, Congress passed what is called the Gun Owner's Protection Acto (GOPA). Of several provisions, one thing it did was allow dealers some leeway for some typographical errors in their bound record keeping books. Before this act what was going on is dealers were being charged with felonies which carry 10 year prison terms for making a single non-intential clerical error in their books. Sounds fair doesn't it. You can commit manslaughter and get 7 years and if you write down you sold a firearm for $235 that you sold for $253, you go to prison for 10 years. Real fair huh? Today ATF allows non-intentional errors of about 5 or 6 a year, then they pull your Federal Firearms License rather than sending somebody to prison for 10 years. Intentional falsification, sure send them to prison for a couple years and take their license. But thats not what was going on before 1986.
