State layoff toll won't exceed 2,000

The outgoing administration of Gov. Gray Davis will lay off no more than 2,000 state workers to meet a legislative edict to cut payroll, far fewer than expected.
The budget approved by the Legislature last summer required 16,000 positions to be cut from the payroll. Starting last spring, about 12,000 workers were notified that they could be laid off within 120 days.
Finance Director Steve Peace will report in a letter to the Legislature next week that the goal will be reached by a combination of actions. These include 1,700 to 2,000 layoffs, abolishing more than 6,000 positions that were vacant, canceling or reducing personnel service contracts, and wage concessions made by public employee unions.
Peace on Wednesday said he was pleased that the administration minimized layoffs, despite the fact that it didn't save as much as anticipated by renegotiating public employee contracts. |
