[Assumption] I have no idea what the plan was/is. 87Bn just proves that they have encountered something that either was: i) Not in their hitherto unknown plan. ii) In their plan, but which was not related to outside parties. i - demonstrates a poor plan, or developments occured beyond the planners control and or expectations. ii - demonstrates deceit. I will always believe in cockups and incompetence before conspiracies so I will assume that the 87Bn is for things unplanned.
