That is why, correctly, Condoleeza is now in charge OVER the Sec'y of Defense for this effort. No, Condaleeza is in charge because as national security advisor any of the funds she spends is automaticly a national security secret. There needs be no accountability for who gets what amount so long as she is the titular head of the effort. TP
