Well I've heard the poverty argument to explain it but there is a problem with that argument. There are tremendous number of poor people in rural America such as Tennesse, Kentucky and West Virginia. Given their immense poverty in Appalachia, you would then expect crime rates there to be sky high like you see in the drug/gang infested inner cities. But the crime rates there are negligible and people are peaceful, just poor. I don't think its race either. I think its cultural upbringing. Anybody growing up in poverty with the negative culture...thats the cause. You have to have both factors and I think the negative culture is the dominate influence.

The negative culture is broken homes, parents who do drugs or sell drugs, parents who don't work, parents who don't keep their homes maintained or clean, parents who don't value an education..etc.
