Its poverty plus a negative culture.

There have been cultures of crime, the Thug culture of India which thrived from 1300 to the early 1800s comes to mind. In general this tyep of criminal culture does not correspond well with race or ethenticity. There can be motorcycle gangs, cults, traveler cons, organized multi-generational criminal enterprises and the like. None of these really fit a simple ethnic mold. The combination of poverty and criminal opportunity is a much better predictor of crime.
