The workforce is visa based (little or no taxes paid)

Exactly on what do you base that statement? Workers in CA must pay state income and sales taxes regardless of where they are from. And federal taxes.

Do you understand how L1 visas WORK? They were setup to do executive cross training for multinationals.

The worker, who is based offshore, is paid in their local currency. They come here in 6 mos intervals for cross training <wink wink>.

This is how companies like Oracle manage to hire thousands of offshore developers. Whenever an offshore team cannot deliver the goods due to vague requirements (as is often the case) the team hops on a plane to visit and "cross training". These individuals are not paid in dollars! Their "home base" is India. How convenient! While they are here they use roads, parks services, of course.

Honestly I don't know whether republicans are just naive or clueless or what.

You can have Oracle, take it, it is a piece of disgusting trash, really.
