Lizzy...When were these L1 visas set up and who sponsored them?

My point is that these visas were set up for completely different purposes, prior to terrorism, prior to offshoring and these SV companies are using them to skirt the taxcode, legally but not because anyone ever INTENDED to use L1 visas this way.
