I can only ascribe it to some kind of conscious or subconscious guilt. It is also a strikingly naive proposal, with enormous implications for trade and capital flows around the globe. The guy must have exceeded his limit for Cherry Cokes. The "problem" of the trade deficit, if indeed it is a problem, which I think it is not, will be solved, to the extent it needs to be solved, by free market mechanisms.
