Maybe. On the other hand, NCI seems to like to have a finger in almost every pie. A search at ClinicalTrials.gov shows that they presently already have 1.457 fingers engaged. A conclusion may well be that a participation by NCI might not always be a positive indication on the probability of a successful closing for the studies at hand. On the other hand - it will reduce the costs for running the trials.
