Enforce all the laws equally because thats whats fair. However bear in mind its a lot easier to catch somebody selling drugs openly on the street rather than in somebody's home in the suburbs. Open criminal acts are far more likely to be caught and prosecuted. I also think that open criminal acts are worse as they provide a bad example to others.
