The expression "short on an uptick" is problematic in that it
is often assumed that this only means "no shorting on downticks".
Actually, it means more: say the stock is 1/16X3/32. Say many people
buy at 3/32. For our purposes, this is not an uptick. The stock
may not be shorted. It must go to 3/32X1/8 to be shorted..i.e. the
inside bid must increase.

It is very difficult to short a penny stock down to these levels
according to these rules and without collusion whereby the short
sellers conspire with each other and/or the MMs to artificially
create scenarios whereby they can short when the inside bid increases.

You asked me about MTCI. They have sued their debenture holders and
it is likely that the issues outlined above will play a large part
in the litigation. They have not commented on the details and
neither has Con-Eco for obvious reasons. MTCI's stock dropped from
over $1 with less than 20M shares to 1/32x1/16 with over 100M shares. It is now at 1/16x3/32 with new management. For an intro although
