By JENNY ANDERSON October 30, 2003 -- The founder and chairman of mutual fund giant Strong Capital Management engaged in short-term trading of his own company's funds - enriching himself and his friend and relatives at the expense of investors, regulators say. New York Attorney General Eliot Spitzer and the Securities and Exchange Commission have discovered that Richard Strong quickly bought and sold shares of Strong funds at prices not available to other investors, racking up about $600,000 in profits over five years, Spitzer said.
