That's interesting, because when I signed up with Waterhouse, they told me October, 1998. Also, on their web site, they reference October 31, 1998. Here's the link to it: waterhouse.com

I just got off the phone with one of their reps and he confirms, October 31, 1998. Guess they've got a glitch in the e-mail reply system.
