no, I was unclear
with a new chronically declining USDollar, we will see brief periods where the interest rates decline

in the last 18 months, we had falling dollar and falling rates

but in the next round, with Asian currencies rising, we will next see declining dollar dictating rising rates

as Asians lose their appetite for our bankrupted treasuries and mortgages and households

sorry, the GIVEN is a falling USDollar
the variable is whether rates fall or rise
