If that were established fact as you suggest, which it isn't and won't be, IMO, I'd say what would then be obvious.

Hardly the only way to describe that. 70 companies who gave abundantly to both parties, and "Nearly 60 percent of the companies had employees or board members who either served in or had close ties to the executive branch for Republican and Democratic administrations, for members of Congress of both parties, or at the highest levels of the military.
As a Libertarian, I'm very concerned about government corruption. As a thinking person, I know there is no evidence presented of Bush or Cheney doing anything to favor Haliburton or anyone, and that good companies with great capabilities are going to get a job done. It is difficult for Libertarians to remove National Defense from the list of proper functions of government. Sadly, this means governmental influence over this portion of the work we do in Iraq will, like too many industries over which government definitely has too much unneeded influence, attract lobbyists(not to mention bids won by hook or crook).
