You can't be a "bulk buyer" of handguns in one gun a month states for starters. A person selling large quantities of fireaarms without a Federal Firearms license is dealing without a license which is already a felony. If such a person without a license was selling lots of handguns through the newspaper, he is going to get caught very quickly by the Feds. A "bulk buyer" with a Federal Firearms license is subjected to annual or more scrutiny of records by the Bureau of Alchol Tobacco and Firearms to make sure they can account for every gun bought and sold with names and addresses of where they went.

Every gun show I've been to, every gun I bought there was subjected to a background check and the state police form and FBI form. All the people you see sitting at tables at gun shows are licensed Federal Firearms Dealers who are required by law to perform background checks whether in their place of business or at gun shows.

Buying a handgun in pieces is only legal until you get to the controlled part. The controlled part by itself, by law, is a firearm and has to be sold only through a Federal Firearms Dealer who then requires an instant background check. The controlled part on handguns is usually the frame. If you are buying the frame through the mail directly without going through a Federal Firearms Dealer, that is a felony and violation of the Gun Control Act of 1968 and carries a 10 year prison term just for mailing a piece of metal.
