You and I know that Neocon.. But it doesn't SPECIFICALLY STATE that military use should be used.

"All necessary means" is kind of like the "Severe Consequences" language used in UNSC 1441. Neither of them prohibited the use of military force, nor did they mandate, or authorize the use of it.

And that's been my point all along.. The UN has NEVER specifically authorized the use of military force between states. It has merely withheld its prohibition of some action.

Everything else is left to the discretion of the member states willing to carry out the binding resolution, as to how they best accomplish the mission.
