I think it could be interpreted that way, but that the case is shakier. The Security Council was still attaching importance to cooperation with Blix, and therefore the exercise of the ultimatum was not quite triggered. Nevertheless, it is true that it was an ultimatum, and that it was understood that, if it came to that, the United States would lead the way, and it was as vague about constituting a force as 678. The worst that can be said was that we rushed things, before the Security Council had determined that further inspections attempts were hopeless.......
