Scionist, one can be an electrical engineer without being registered. In fact, most states require an engineer to work under registered engineers for several years before allowing the young engineer to become registered.

However, without becoming registered an engineer cannot stamp an electrical drawing. It would pay a young engineer to get his PE (become registered).

Its a sad fact, some branches of Electrical Engineering do not require the top engineers to be registered. Examples are computer engineers and most electronics engineers.

In fact, I let my PE expire because I hadn't stamped a drawing in years. I found that at best the PE and 75 cents would buy a cup of coffee.
