I used to live in the California Bay Area. I previously worked in the Silicon Valley at Hewlett Packard in the 90's. I also grew up in California and attended the UC system.

But I cleared out of California shortly before Grey Davis was elected.

My biggest problem with California is and was the insanely high takes rates. They tax income at 9.3% which is among the highest in the nation. They tax Capital Gains as ordinary income of 9.3%, which compared to the new Federal taxes of 15% for Capital Gains would be enough to make me move out of California if I was a Capitalist Investor.
The state a a sale tax of over 7%. You have to get a state license to run any kind of a business. (etc... etc...) The rest of the country is not like that at all.

Typically a state has to choose between having an income tax or a sales tax, but California chose to have both and they are very very high.

The only people who can afford to live in California are the poor, because the state government provides them all of the services that they want for free and doesn't taxes them at all, since that wouldn't be nice.

The message to Californians who earn an upper middle class income is clear, that they should move out of California as soon as possible. And I think that if you look at the migration data for California you see that this is exactly what has been happening in California for the past 10 years. Upper middle class people leaving and more illegal immigrants moving to California.

I think that if you are using the state services you should be paying taxes like the people who earn more than $35,000.
