of course the real culprit is proposition 13 which means many folks over 50 no matter how rich pay no property taxes and CA has to make up the difference in some way.

Dump prop 13, and California is fixed imho. Most states get significant revenue from a fair property tax system. We don't, Warren Buffet pays less than $2K on a multimillion dollar house. Prop 13 is the problem with california taxes. Our total receipts are not that high, in fact I discovered recently that we are at 93-95 levels in total tax receipts now.
