"Serious Consequences" on the other hand, would only be germane with regard to negative actions since "consequence" denotes an important action based the adjective preceeding it, "Serious".
It was the word SERIOUS that denotes what kind of consequences. Note the word was NOT loving, ineffective, delayed, no, light, uncertain, or anything else that might signify less than harsh consequences.
THUS, the language in UNSC 1441 was ACTUALLY MORE NEGATIVE than the language in 660.
