From the same site it appears the wealthiest 1% get 48% of the dividend tax benefit.

I'm not exaclty sure what statistic you are promoting, but it appears to say that 41% of the tax returns that declared a dividend were returns that were of incomes of 100K or less. If so, what is that measuring? It seems to say that there are a lot of tiny investors, and some really big whales.
