KC, whether you think Rumsfield et al are acting in the interests of the American people is quite besides the point of this discussion. The point being, are the important issues of foreign policy being negotiated by legitimate government officials, or not?

Rumsfield is Secretary of Defence for the current Bush administration. Thus he is a legitimate government official. Beilin is a former Justice Minister, currently a private citizen with no brief. Yet he dares to still set himself up as an Israeli negotiator and make very public concessions to semi-official (some have offices) Palestinian negotiators.

This is deeply undemocratic. It violates the democratic principle of representative government. Beilin represents no one but himself. In America, it's also illegal - the Logan act forbids it. Israel should pass its own Logan act and indict Beilin if he tries this again.
