Is Halliburton in some way not up to the task? Is some better qualified company sitting on the sidelines? Would it have been advisable to tell the Iraqis to chill while we issued requests for proposals and then took competitive bids for the work?

Halliburton is by no means the only capable oil services firm available. They are just the preferred one - don't you wonder why?

There was plenty of time during the runup to the war to put together a broader consortium representing a wider variety of players. There just wasn't any interest in doing it.
