Dan re your comments about shorting, the downtic rule, etc

there are rules in place to stop people from doing all or most of those things
but some brokers still allow it
plus it is almost impossible to enforce when people use multiple accounts, say long in an IRA and short in a margin account, or use multiple brokers for the long and short

you used to be able to short at will on downtics in the ecn after hours market
but that has become more difficult with many brokers now

in any event, someone will always find a way to circumvent the rules

additionally I understand that there is going to be a trial on selected stocks to eliminate the downtic rule
I have no details on that at hand
