The problem here, is not so much that it's immoral, as that it doesn't work

The Israelis have not set up the checkpoints because it's collective punishment, but to impede the operations of the terrorist networks, certainly for the most part. Arguing about whether this tactic or that is working or moral or pressure is arguing round the margins - the main point is that the Israelis are trying to keep the suicide bombers out, and do keep most of them out. Everytime they try to pull back, they are "rewarded" with more dead Israelis. Just keeping everything wide open while Israelis get blown up by the score is not a good option for a democracy.
