The answer is obvious: nations. why would Bush have to publicly say to the French that they've got to be on board Your naivete is touching. Because, dear boy, for at least 40 years, the French have resisited no chance to stab the US in the back. I guess Bush must have been using the French for political advantage. No. He was telling them to get out of the way or get run run over because we were coming through. The French are a tad slow. You have to amke things plain to them.
