Most government spending is "mandatory", whether it be in California or in Washington.

If the spending is mandated by law then the law can be changed. If the quotes around mandatory mean that its very hard to change then I agree, but politicians still have to be held responsible for it even if that responsibility is just talking about how much they have increased spending, rather then actually throwing them out and electing someone who really tries (or better yet succeeds) in controlling spending.
