If you use discretionary that way then yes a large part of government spending is not discretionary but I don't consider that fact to be significant in this context.

No, I didn't say to stop keeping him in a box. That was a very successful strategy, and the evidence post war makes it even more compelling.

No, I meant that question more in the context of world politics. We would be mostly at peace. No death counts. A little more focus on getting OBL, the real villain that attacked this country. Certainly the deficit problem wouldn't be as bad; certainly Bush would be more popular. NATO, the UN would be perceived to be stronger. America wouldn't have such a huge negative perception around the world.

And frankly, we wouldn't be having this debate, the country wouldn't be this divided. Iraq is not a consensus war; in that way it's very similar to Vietnam. It's ugly at home and abroad and it's going to get uglier.
