Rob - I think it's fairly clear Siemens intends to pay NO ROYALTIES on TD-SCDMA - whether intended for domestic or export markets.

No, what it really says is that "Siemans says that they intend to pay no royalties". Big, big difference. For those following Qualcomm more than the last year or two you know that this is somewhere between the 10th and 20th time we have heard this refrain, as it always turns out after 1 to 3 year, and it had been uniformly incorrect. It seems the louder the noise that they make the more incorrect they are. Only TXN got away with substantially different royalties and they made no noise.
