So, the entire "defense" budget is discretionary? Sure it is. While I would put that ahead of many things, it is up to our Govt to spend the $$ and they could decide not to. If you want to get into a semantics argument, please define "terrorist" for me. I don't see how that's relevant to discretionary spending. Brian
