"DISCRETIONARY SPENDING refers to spending set by annual appropriation levels made by decision of Congress.

This spending is optional, and in contrast to entitlement programs for which funding is mandatory."


The definition is at odds with the facts. All spending is made by the decision of Congress, and all spending could be cancled by Congress.

Also in terms of how it effects the deficit or the burden it puts on Americans there is no difference what label you put on the spending.
