It is far more than just voting rights. There is a large literature on this subject (similarities between Israel-Palestinian and Boer-Black apartheid systems).

The similarities reach deeply into every part of society, and affect every aspect of daily life:
1.military power exercised exclusively by the dominant group
2. control over marriage and family, with laws to maintain the purity and separateness of "limpia sangre".
3. bantustans or reservations, where the nondominant group is given "citizenship", but no real control or power over their own lives.
4. government agencies that systematically allocate land, capital, water, permits, housing, funds for education, any other scarce resource, for the benefit of the dominant group.
5. an ideological justification for this system, which pervades the media and education systems.
